About Harbour

We’re a family of organisations working together to make a real difference to the lives of people living in Leith and north Edinburgh. We provide affordable homes and support, and generate income to reinvest in our brilliant communities.

Harbour Homes is a Registered Social Landlord which has been providing excellent homes for social rent across Leith and north Edinburgh since 1975.

Harbour Lettings offers affordable homes for rent to people who don’t qualify for social housing and helps other landlords manage their properties.

Harbour Connections and Harbour Multi-Trades provide a wide range services and reinvest their profits in communities across Leith and north Edinburgh.

Our team

We're lucky to have a great team of nearly 200 people working across Harbour. That's too many names and faces to show here, so instead please meet the members of our Group Leadership Team.

  • Heather Kiteley

    Chief Executive

    Heather, Chief Executive of Harbour, has an MBA with a specialism in strategic planning and has experience across not-for-profit, charitable and commercial organisations. She is a member of the Chartered Institute of Housing, a Chartered Management Accountant and Fellow of the Chartered Institute of Management Accountants (CIMA).

  • Gordon Cameron

    Gordon has postgraduate Diplomas in Housing Studies and Urban Property Appraisal and is a member of Chartered Institute of Housing with over 35 years experience in housing. When he’s not working in the built-up environment, Gordon enjoys cycling to all kinds of scenic places.

    Our teams have helped provide thousands of affordable homes in Leith and north Edinburgh.

  • Ngeme Ntuli

    Ngeme, originally from Zimbabwe, has over 30 years’ experience in commercial, charitable and not-for-profit organisations in various countries. Ngeme is a fellow of the Institute of Chartered Certified Accountants and holds an MBA from Oxford Brookes University. Outside of the office, Ngeme can is a keen runner and enjoys entering races with his family.

    We care about helping our local communities thrive. We are more than a housing association.

Board of management

The Board of Management meets regularly to discuss Harbour Homes business and guides its overall direction. Board Members are from a mix of backgrounds and professions and bring a range of views.

    David Welsh

    Harbour Homes Chair

    Chair of Harbour Homes

    David, who lives in Leith, is an experienced management consultant with an MA (Hons) in Politics and Sociology. After many years working as a senior manager and Director in big advisory firms like Deloitte, Turner & Townsend and iMPOWER, he set up and runs his own small strategy consultancy in Edinburgh. Any spare time he has is spent cycling or pursuing obscure and often unlistenable records from the 1960s and 70s.

    Iain MacPhail

    Harbour Lettings Chair

    Chair of Harbour Lettings, Board Member of Harbour Homes and member of the Finance and Risk Committee

    Iain, an affordable housing planner and part-time musician, has over 10 years’ experience in the sector. He has worked in property and housing delivery, as well as housing and homelessness support and addictions support, across the public, private and third sectors, from Edinburgh to London, and Sicily to New York.

    Having lived here for the last eight years, Iain is passionate about seeing new affordable housing being built in Leith, and to see high quality mixed sustainable communities emerge in the area.

    Chair of Harbour Connections, Board Member of Harbour Homes and member of the Finance and Risk Committee

    Jim is a Consultant in Public Health at NHS Lothian. He has worked on a wide range of health related topics from alcohol licensing to HIV. A graduate of the London School of Economics, he is a Fellow of the Faculty of Public Health. Originally from Portsmouth, Jim has lived in Leith with his wife and three now grown up children for the last 20 years plus and can’t imagine not living near to the sea.

    Vice Chair of Harbour Connections, Board Member of Harbour Homes and Board Member of Harbour Multi-Trades

    Leigh is a tenant of Harbour Homes and has been Paralegal and Personal Assistant in the Legal and Asset Management fields for over 30 years. She has also run her own small plumbing and gas business. In her spare time, Leigh enjoys Crossfit and socialising.

    Campbell Whyte

    Chair of Harbour Multi-Trades and Vice Chair of Harbour Homes

    Campbell is a surveyor who has worked in both the private and public sector dealing with a wide range of commercial and residential property projects. Recent roles include a secondment through Scottish futures Trust to NHS GGC. Previous non executive director roles have been the Queens Hall and Artlink. Campbell enjoys playing a number of sports and restoring classic cars.

    Chair of the Finance and Risk Committee and Board Member of Harbour Homes

    Anthony, originally from Belfast, is Director of Business Support at the National Library of Scotland. A qualified accountant, Anthony has an MA in Economics and Law from Edinburgh University, and has previously worked in London, Prague and South Africa. He has a broad range of experience, ranging from the National Audit Office through Coopers & Lybrand, and has also has worked for many housing associations. During his spare time, he enjoys attending concerts, keeping fit and anything about aviation.

    Caitlin, born in Leith, is a Local Government Manager with East Lothian Council’s Connected Communities. Previously an Assistant Director at Barony Housing Association, and with a post-graduate qualification in Housing, Caitlin has plenty experience in housing management and development. Outside her work in housing and communities, Caitlin’s interests include music, film, art and social justice.

    Brian, originally from Leith, is a qualified Investment Analyst and Banker specialising in Treasury and Financial Risk Management for banks and public limited companies.

    Kevin is Head of Customer and Housing Services with Midlothian Council and has previously worked with other councils and housing associations. He is a member of the Chartered Institute of Housing and has lived in Leith since 2010 where he enjoys gardens and dog-walking.

    Liz is a retired Strategic Asset and Capital Plan Service Manager with East Lothian Council. She is a Chartered Architect with long standing interest in sustainable development. Lis is also a Trustee of the John Muir’s Birthplace Trust in Dunbar.

  • Vendula Pavlikova

    Board Member

    Board Member of Harbour Lettings

    Vendula, originally from the Czech Republic, is an IT Service Delivery Manager. Vendula gained an MSc in Biomedical Engineering at the University of Strathclyde and has lived in Leith since 2017. She is a passionate volunteer who is keen to be involved in redevelopment and local projects. In her spare time she does open water swimming, hillwalking and loves to cook and try new recipes.

    Victoria Hennessy

    Board Member of Harbour Multi-Trades

    Victoria is an architect based in Edinburgh with experience in the public and private sectors gained in Scotland and Ireland. She runs her own architectural and interiors firm focusing on small residential projects across the central belt. Her professional interests are interior design, building conservation and urban regeneration.
